[cups.bugs] [LOW] STR #3239: snmp backend should verify hostname in device URI

When the snmp backend is given a device URI by a printer it may not have
the correct hostname in.  Example:
  https://bugzilla.redhat.com/show_bug.cgi?id=506803

Could the snmp backend verify that the hostname can be resolved, and if
not replace it with the IP address it used for the SNMP query?
