I already tested -o raw. Same error message.
I've something new here: the pcl file was even not printable on suse
11.1 machine to the local HL laser printer!! CUPS denied to print, but
the job was queued! So I changed to postscript output (postscript level
1, its a commercial medicine program for doctors,see data-vital.de) .
This postscript file was printable (without -o raw ).
The solution now is: the medicine program makes a postscript file, this
is copied by using scp (key was exchanged) to the host and ssh gerberpc
"lp -d laser /tmp/file.ps" prints the file. It works!

there is a HL 2060 (??) printer with its according ppd-file connected
with USB cable to the Suse 11.1 machine.
