[cups.development] [RFE] STR #3128: pkg-config support

I'm working on Vala (http://live.gnome.org/Vala) bindings, and would like
to have pkg-config support in addition (or instead of) the cups-config
script.

I've attached a patch against svn head which adds 4 *.pc files. The cups
package is for configuration stuff (e.g., --serverbin, --serverroot, etc.)
and is intended to be installed with the core of cups. The other three
files, libcups, libcupsimage, and libcupsdriver are intended to be
installed with the development package.
