[cups.development] [RFE] STR #3146: cups-lpd: PLP compatibility

Patrick Powell's PLP (Public Line Printer) does not fully conform to RFC
1179 in that it issues a single 0x00 byte as a filal EOF marker after the
complete bunch of control and data files that makes up one print job.

The attached patch account for this and additionaly implements a "-d"
command line switch to turn on diagnostic messages to the syslog service.
