[cups.general] ACL error

Selinux is disabled.

[root at home certs]# lsattr 
-------------e- ./0

The problem is that at http://localhost:631, the tab for printers is
messed up.  Every printer there has broken links, with "localhost"
removed and ":1" there instead.
