CUPS Authentication

I am using CUPS version 1.1.22-0.rc1.9.11.src, and I am building the cups rpm with disable-pam flag, now when I use AuthType as Basic and Require user @SYSTEM and try to execute lpadmin command as root user, it prompts for password as :

Password for root on localhost?

Is there any way by which it will by default allow the root user to run lpadmin command without prompting for password ?
