[cups.general] Challenge with filter limit

We are on CUPS v.1.1.22rc1 on RedHat Linux with the following challenge:

We have our filter limit set in /etc/cups/cups.conf to 500 and this works for 'most' of the time.  From time to time we have a complete slow down of the system and the users call in saying they are unable to print and I get the error of "Holding job because filter limit has been reached".  I can't set it to zero and I have played with the setting trying to maximize the through put without minimizing output but I can't seem to get there.

Does anyone have any words of wisdom regarding this?  We use to let it be at zero and this caused a complete slowdown on our applications used on this server.
