[cups.bugs] [HIGH] STR #3426: -J "Job Name" flag converts all non AlphaNumeric characters to underscores

Our application areas pass specific "job names" in the -J flag. We are
moving them over to RHEL 5.4 machines and the -J flag is converting the
non alphanumeric characters to underscores. This makes it unusable as the
job name contains account info for charge back.
