CUPS Custom CGI Scripts Don't Execute, Just Download

I'm trying to use CUPS' webserver to serve some simple scripts.

I've followed the documentation here:
http://www.cups.org/documentation.php/doc-1.4/cgi.html

But my scripts (Perl or PHP), don't get executed.  They just download as if they were text files.

Can anyone tell me what I'm doing wrong?

I'm running Debian Lenny.
