If the cupsd.conf you posted is your current configuration file, it is clear 
that you do not succeed to access CUPS from other than the local server 
itself, as the conf file states

Listen /var/run/cups/cups.sock

You should replace the "localhost" by the name or IP-address of your server 
machine. Then, as later on in your cupsd.conf "Allow From @LOCAL" is 
specified, you should then ave access from any computer in your local 
network.

PS: it looks like you have quite an old configuration (KDE 2.x and CUPS 
1.1.x).
