[cups.bugs] [LOW] STR #3360: install-locales target in doc/ fails although it doesn't have to

Previously install-locales returned non-zero because the probing for the
cups.css file in the $doc subdir failed and hence the for loop evaluated
to non-zero.
Patch attached.
