[cups.bugs] [MOD] STR #3375: Can't authenticate to cups with blank password

In cups 1.4.1 and 1.3.10, if my root password happens to be blank then I
will not be able to log in to any cups administrator stuff until I change
my password. Cups will not accept a blank password even if that *IS* the 
password. Please fix!
