OK, so the "preferred" locale name has changed since we started localizing
CUPS. In order to prevent breaking existing PPD files and applications, we
treat "nb" as an alias for "no".

We have similar issues for Chinese - zh and zh_TW have been deprecated in
favor of the newer forms "zh-hans" and "zh-hant", but CUPS still uses the
old forms and treats the newer names as aliases.

There is still the issue of the reverse mapping, e.g. a vendor uses "nb"
for Norwegian instead of "no" in the PPD file, which we'll have to address
when the need arises. So far we haven't run into that since the CUPS PPD
tools use the older locale names exclusively. When we do, I'll likely
update the code and message catalogs to use the new locale names and map
to/from the old names as needed.

Note: you can re-file this as a feature request to transition all of the
legacy locale names to the new official ones, but it won't happen before
CUPS 1.5.0, at the earliest. The I18N community made a real mess when they
tied languages to specific countries, and we can't just switch names
without causing a lot of regressions (performance or appearance).
