[cups.bugs] [MOD] STR #3321: Incorrect page-label positioning for landscape documents

Landscape PDF or PostScript documents have their page-label positions
wrong, meaning only one label appears on the page, approximately one third
of the way along the long edge which is the bottom when viewed as landscape
output.
