[cups.bugs] [LOW] STR #3347: config-scripts, make xinetd and the use of it optional

config-scripts/cups-defaults.m4 always sets CUPS_DEFAULT_LPD_CONFIG_FILE to
the xinetd path although the user may have given --without-xinetd on the
commandline, this behaviour was already added once in another place but
got overlooked when introducing this feature here.
