Does Cups 1.4.3 Require Javascript

Does Cups 1.4.3 require javascript in the web browser that is used to access localhost:631?  I am told that it does but I would like to know for sure and have been unable to find it on the site.  That would leave out Netsurf and other similar browsers, In fact, even Chromium and Iron do not run Cups 1.4.3. I ask because I am preparing a new version of Puppy Linux and would like to use a small system browser to run Cups.  Thanks.
