Um, that isn't correct. Only the lpoptions command updates the lpoptions file (/etc/cups/lpoptions for root and ~/.cups/lpoptions for ordinary users), and those options are passed as part of the job options to the server.
lpadmin updates the defaults in the printers.conf or PPD file on the server, depending on the source of the option.
