cups writing to root directory

i'm running cups 1.3.7 on ubuntu.  it used to work fine, but now doesn't and i'm unsure why.  when i print a test page via the web interface, a message displays saying (for example) "Cannot write /116-anonymous-cupsjob11024: Permission denied".

Permission denied arises from the fact that something (user lp or lpadmin but don't recall which) really is writing to the root directory which has 755 permissions and is owned by root.  However, I can't figure out which process is attempting to write this file to root, nor can I figure out where it should be writing instead (e.g. /tmp? /var/spool/??) and which config file might be misconfigured.

Does anyone recognize the file naming scheme and/or have suggestions on how to proceed?
