They can't be removed without causing some performance issues (think of the
CPU usage bringing up all of the filters and the backend, along with
network bandwidth, etc. - what if all printers in the class are
unavailable?)

Adding a configuration parameter is possible, however that would be a
feature and will likely wait until CUPS 1.6 at the earliest.

You are welcome to change your local copy of the sources, of course, to
either remove the sleep calls (not recommended) or change them to lower
values (1 second?).

Alternately you might want to look at just using lpadmin on a single print
queue to force switching between the two printers or use a third-party
add-on backend that provides that kind of functionality - printer classes
are designed for high-availability of multiple available printers and not
for manual switchover.
