[cups.bugs] [MOD] STR #3761: --enable-gnutls requires a check for pkg-config

If one passes --disable-dbus then the pkg-config autoconf check is omitted.
Because other switches (such as --enable-gnutls) require pkg-config, those
have to explicitly check for the tool to use $PKGCONFIG.

The attached patch was also tested against the current 1.5 snapshot.
