[cups.development] lease-duration not honnored for BrowsePoll configured clients

Right now you'll need to tweak your own copy of cups-polld to set the lease duration as you'd like. Longer term the plan is to deprecate the CUPS browsing protocol in favor of Bonjour/DNS-SD since UDP broadcast over Wi-Fi has a huge performance (and in some cases power) hit.
