[cups.general] Force banner page

Is there a way to force the banner page to always be printed ? If i
use windows cups post script driver , even when i have set the banner
page in cups , i can see that the user can go in advanced tab and set
startbanner to none. Is there a way to force the banner page be
printed no matter what is selected in windows printer driver ?
