Disable load-balancing for a class?

Greetings,

I am trying to configure CUPS in the following way:

2 Classes, with the same 2 printers in each class, but in different order. I want all jobs of a specific type (handled outside of CUPS) to go to class A so by default it prints on printer 1, and only prints on printer 2 if printer 1 is down. For class B, the same thing, where it prints to printer 2 but prints to printer 1 if it is down. The problem I am encountering is that the load-balancing will send jobs to the second printer in the class if the first printers queue gets busy. Is there any way to disable the load balancing, but keep the fail-over for a class so my intended configuration will work? I only wants print jobs to defer to the next printer in a class if it is offline, not if it is busy.
