[cups.general] Should the CUPS Raster output device of Ghostscript output compressed or uncompressed Raster data?

Hi,

in the Ghostscript bug report

an engineer of a large-format printer manufacturer asks whether the CUPS 
Raster output device of Ghostscript should better output the compressed 
format 2 instead of the uncompressed format 3, to save resources when 
dealing with large format raster data.

Why was the compressed format 2 replaced by the uncompressed format 3?

Should a PPD extension be introduced to switch the Ghostscript output 
between version 2 or 3 (currently 3 is hard-coded)?
