Print Release Station

I want to add print release station functionality to CUPS.

When activated, it would have the following effects:
*All jobs submitted to the daemon will be held indefinitely. Users cannot release these jobs.
*Administrators logged into the web interface can see a preview of each job on the /jobs/ page along with a page count and the username of the submitter.
*Administrators can choose to release or reject individual jobs.

I'm not familiar with the CUPS code. Which files or areas of the code would I need to modify to implement this?
