Hold jobs on IPP printer, not locally

Hi!
Is it possible to configure CUPS to hold jobs on IPP printer (shared CUPS-powered printserver)?

MOTIVATION:
Jobs are held locally, which is not so useful.

I have implemented an UI on the server that allows relasing jobs from the site where printer is, but held jobs aren't there.. they are held in client's computer.
using networked CUPS without running cupsd per client won't work (the server is small device without required processing power to prepare everything for dumb ZJStream printer
