Errors sending large numbers of documents to printer

We have a nightly job that has to print large numbers of jobs to multiple printers.  It appears that the jobs are being sent so fast that the printer's spool space is filling up, and CUPS starts failing the prints.
The error we are getting is "Print-Job client-error-not-possible".

We are pretty sure it's the spool space filling, as a bunch of jobs succeed, then a few fail, a few succeed, more fail, fewer succeed, etc... until all are failing.  (The larger jobs start failing before the smaller jobs fail.)

We've been digging through the CUPS documentation and haven't found any good solutions to the problem.  (In addition to just sending the jobs too fast, there is the problem when a printer runs out of paper while unattended.)

So, what we are looking for is some way to configure CUPS so that:
a) Jobs do NOT get dropped/lost.
b) If the printer can't spool any more locally, CUPS spools them.
