job-hold-indefinite not working on 10.5.8 server

Another note.... it's very strange... I don't see any jobs coming into the "Print" service area, but if I pause the queue it pauses, but won't show the job(s).. unpausing them, they print. All is working behind the scenes minus the HOLD, but nothing is displaying in the GUI. Weird.
