If you installed from source it will be part of the normal install - just make sure to pass in LDFLAGS to the Ghostscript configure script (LDFLAGS=-L/path/to/lib/dir ./configure ...) if you didn't install in the default location so that it can find the library at link time.
You might also need to add "_s" to the end of the "-lcups" and "-lcupsimage" libraries in the generated Makefile; it looks like cups-config isn't adding it for AIX... (feel free to file a bug for that...)
