That is an untested patch (well it compiles for me).   It adds a new
cupsd.conf option BrowsePollInterval with it defaulting to the value of
BrowseInterval if not specified.

I added a min and max for the max_count in dirsvc.c and cups-polld.c and
tweaked cups-polld.c to set the timeout for printers it adds to 8 hours
rather that 2 * interval.

Sticking in a fixed value was just because I was being lazy and it seemed
like a reasonable value for our current setup.

I can't see a good way to pass though a printer-timeout to be used to
cups-polld other than adding an extra command-line argument which would be
easy but might clash with any other changes you plan to make.
