How cups

I have 4 pc with cups. 3 have local printer. Which pc have local printer there are cups see other printer in lan. But where have not local printer it's pc see in one time one printer in another time other printer.
When i install local printer on 4 pc. It's start see all printer.

Questions - how cups found other printer in lan which use cups. And why in my situation 4 pc didn't see all printer.
