[cups.general] gui interface listen 631 isnt paying attention.

My gui interface is not available.
A netstat -tnlp reveals that there is active connection tcp for cupsd and the cupsd.conf has the correct listen statement according to docs.
I have absolutely no clue as to what to look for next to figure out what the problem might be.  Can someone point me to the next step?
