[cups.general] libexec/cups/cgi-bin/admin.cgi: Permission denied

First, this version of CUPS is already part of Mac OS X 10.6.8.

Second, you installed the software under your user directory, but that directory will not allow the "_lp" user to access the files - aside from general permission issues (you'd need to make your home directory and all files in Downloads, cups-1.4.8, build, etc. readable by everyone) the sandbox profile used by CUPS explicitly denies access to any files under /Users for security reasons.

If you really must install your own version of CUPS, install it to /.
