The applet from system-config-printer performs this task.  Configure the
devices so that the URI does not have a username/password in it.  When
the first job is submitted to that queue, the job fails due to lack of
authentication.

The system-config-printer applet spots this and asks the user for
credentials for the job.  It then restarts the job, giving it those
credentials via IPP-Authenticate-Job, optionally populating the desktop
session's keyring with the username and password.

Future jobs will require a username and password in order to be accepted
by CUPS.
