[cups.general] SSL produces intermittent printer outage

The error_log file is the right place to look; if you don't see "Max clients reached, holding new connections" or errors about failure to accept a new connection, it sounds like something is happening on the client end (either a networking issue or the application being unable to initiate a secure connection itself...)
