Windows IPP client does not prompt for password

Does anyone have an answer for this? As a workaround, we created a profile for Windows printers, disabled authentication for these operations and then restricted operations at the Windows level.  It works reasonably well for us because we restrict visibility of the printers to only certain trusted groups but I would much prefer to be able to use the CUPS authentication mechanism.
