[cups.bugs] [LOW] STR #3747: Harmless JobPatchFile syntax mistake fails even when using relaxed conformance

Fixed in Subversion repository.

The fix allows a missing patch number in relaxed mode but will still fail
in strict mode (i.e. when tested with cupstestppd).
