[cups.bugs] [MOD] STR #3786: ipptool.exe not building on Windows XP 32bit (MSVC++ Express 2008)

When trying to build current trunk's ipptool.exe from current trunk sources
on Windows (XP Professional, 32bit, Visual Studio Express C++ 2008), I
encounter this is the error:
