No, you can start with the PCL driver from the beginning; the "re-add" part is only for existing queues.

Generally yes unless there is another text filter that is installed with a lower cost (or a lower total filter cost - e.g. maybe texttops + pstoraster is more costly than a texttopdf + pdftoraster filter).
