[cups.bugs] [HIGH] STR #3880: upgrade to 1.4.7 wipes d* files out of /var/spool/cups

it actually looks like it's the cups restart that nukes it not the install.
 If i spin up 100 jobs, and look in var/spool/cups, i see only d files, but
if i do a service cups reload, all the d files are gone and now only the c
files remain

I think it's related to this:
	- The scheduler might leave old job data files in the spool directory
	  (STR #3795)
