The original purpose of the page-layout option was to add very visible text ("Confidential") to every printed page. This, combined with the Classification directive provides the basis for "guaranteed" security labeling of printed documents. Allowing the user to change the position and size of the label defeats this feature...

In any case, you'll need code changes to get different behavior.
