[cups.general] 1.4.6 permissions not being honored from cupsd.conf after upgrade

The cupsd.conf file looks correct; when you file a bug be sure to include a copy of the /var/log/cups/error_log and access_log files along with the cupsd.conf file and the OS/compiler you are using, and make sure to bump the LogLevel to "debug" so that we have enough info...
