BrowseShortNames not working in CUPS 1.3

My mistake:  BrowseAllow @LOCAL needed to change to "BrowseAllow all"

This comment in cupsd.conf is a little confusing:
# (Change '@LOCAL' to 'ALL' if using directed broadcasts from another subnet.)
I was not using directed broadcasts from another subnet, but it works.
