Hmm, of course pdftops must be generating different code for level-1
printers since there is no setpagedevice operator.
I wonder therefore if the PPD's languagelevel will also affect wehther the
rotation works or not since level-1 printers only have device-specific
ways to handle the media sizes...
I've not seen a level-1 printer for many years but I wonder if some of the
raster-only devices may have PPDs which have a low languagelevel in the
belief that it will be easier to convert from that to the raster format...
