Well the pdftops.xpdf (from xpdf 3.02) that I have *claims* to generate 
level-1, e.g.

$ pdfinfo.xpdf mathworks-2011-02.pdf | grep 'Page size'
Page size:      792 x 612 pts (letter)
$ pdftops.xpdf -paperw 612 -paperh 792 -level1  mathworks-2011-02.pdf
$ grep -i languagelevel mathworks-2011-02.ps
%%LanguageLevel: 1

but the resulting .ps still contains the same setpagedevice that it does 
when using -level2 or -level3.

(this happens to be the only landscape US-letter pdf I have at hand)
