Printer prints out raw cups data

Sounds like a filter missing if I had to guess.  also are you just using the print test page?  in 1.3 it was and actual Postscript file, in 1.4 it is not so it's not really an apples to apples comparison.  try grabbing this file from your 1.3 install and lp'ing it.
