[cups.development] [RFE] STR #3852: Allow log files to rotate by date instead of size

I could have sworn there was another RFE out there for this, but for the
life of me I couldn't find it.  Right now you can set a log size before it
will create a new log, but it would be nice if you could set a directive to
make logs get created at a time interval (i.e. once per day at midnight)
which would allow easier gathering of statistics.
