[cups.general] is CUPS 1.4.4-7 non-deterministic or error prone?

Hmm, can you try a newer version of CUPS (say 1.4.8, which was the last release in the 1.4.x series) - this sounds like an issue with the queues not reloading properly after a restart, and most Linux distros send cupsd a HUP signal to force rotation of log files.
