If a PPD has a cupsFilter set but it accepts
application/vnd.cups-postscript, CUPS assumes it will also accept
application/vnd.cups-command without modification.

You have to actually convert the application/vnd.cups-command file to
PostScript first, otherwise the printer just prints "#CUPS-COMMAND..."...
