[cups.bugs] [LOW] STR #3984: D-Bus notifier sends malformed messages when encountering invalid utf8 strings

The notifier sends messages with less than the documented amount of
parameters when one of the parameters contains an invalid utf8 string.

The attached patch checks for the return value of
dbus_message_iter_append_* and doesn't send the message if any one
parameters couldn't be added.
